Israel also has reservations about an American initiative to renew the tripartite security coordination within parameters controlled by Central Intelligence Agency officials - a process that ceased during the intifada.
Rice raised the idea with Foreign Minister Silvan Shalom. The idea behind it was to seek to prevent a rash Israeli response to Palestinian attacks that may dismantle the cease-fire. Israel expressed its dissatisfaction with the idea and Rice avoided raising the issue with the adviser to the prime minister Dov Weisglass during their meeting last week.
But officials in Jerusalem are of the opinion that such a security coordination apparatus will eventually be revived, the minute Rice finds the appropriate person to manage it, or when a crisis emerges and both sides ask the Americans to intervene.
Sharon fears that outsiders will give Abbas the legitimacy to bypass a number of his commitments in security, such as the difficult and contentious issue among Palestinians, of collecting the weapons from militias.
Thus, Sharon reiterates that the road map has still not begun and that the current stage is still a preliminary one.
