Der Krieg ist der Vater der Dinge. -HERAKLIT
[IMRA: Yasser Arafat's own Fatah Tanzim has taken credit for many of the recent terror attacks. Israeli security forces are in a race against the clock to foil Palestinian terror attacks - again, many perpetrated by Yasser Arafat's own men. As part of these Herculean efforts, Israel has been forced by Palestinian terror to impose security restrictions.
The route to putting an end to the "siege" was, is and will always be extremely straightforward: stop Palestinian terror activity and the restrictions, that are also a burden to Israel to impose, will be dropped as well.
If anything, Israel can be criticized for dropping security restrictions too quickly. Consider the situation in the Gaza Strip where time and again at the first sign of anything close to a lull in terror activity the IDF drops restrictions so that the Palestinians could resupply their forces, moving men, weapons and ammunition between the southern and northern portions of the Strip.
There are many critics in Israel of the policy of rapidly dropping restrictions as a reward for a temporary drop in terror activity rather than making such actions conditioned on the Palestinians honoring their security obligations and handing over/destroying their illegal weapons. They see this as perpetuating the "cocked Palestinian gun" as an acceptable norm.]

Ramallah, May 27th 2002
Wafa (Official Palestine News Agency) - President Yasser Arafat received yesterday in the Presidential HQ in Ramallah, the Canadian Foreign Minister Mr. William Graham, and briefed him with the latest developments on the Palestinian arena.
They also discussed various issue related to the situation in the Middle East, and the coming meeting of the "G8" in Canada on the 26th and the 27th of the next month urging the Canadian Minister to raise the issue of ending of the Israeli siege on the Palestinian Occupied Lands.
Addressing the press after the meeting H.E. said that HE urges the UN to sincerely act to end the Israeli siege in order to enable the Palestinians to assume elections, hoping that he International monitors will return to supervise the coming election similar to the first elections on the Palestinian lands.
About the Israeli continuous attacks H.E. said that there is no doubt that the Israeli operation so called "Defensive Shield" is still undergoing as Israeli high ranked military officers and ministers said, and as the actual conduct on the ground, like in Qalqilya, Bethlehem, and other places in the West Bank and the Gaza Strip.
Mr. Graham said that he discussed with the President the essence of the Palestinian state, stating the Canadian official stand that supports an independent Palestinian state side by side with Israel; he also said that the Palestinian state must acquire all the factors of a living as a sovereign state.
